Synopsis: Authorizing the creation of a State Debt not to exceed $150,000, the proceeds to be used as a grant to the Board of Directors of the Maryland Crime Victims’ Resource Foundation, Inc. for the acquisition, construction, repair, renovation, reconstruction, and capital equipping of the Maryland Crime Victims’ Resource Foundation; providing disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.

Synopsis: Requiring the Comptroller to distribute unclaimed money from judgments of restitution to the State Victims of Crime Fund to be used for specified purposes; requiring the State Board of Victim Services to ensure that money obtained from unclaimed restitution is used for grants to provide legal counsel to victims; providing that it is the intent of the General Assembly that if specified federal funding for victims is terminated or reduced below $500,000, the Governor shall include a specified appropriation in the annual budget bill.
