<p>It is with profound sadness and grief that the Maryland Crime Victims&#8217; Resource Center, Inc. (MCVRC) announces the passing of a great man and co-founder of our agency, Vincent Roper.   Maryland Crime Victims&#8217; Resource Center&#8217; Executive Director Russell P. Butler stated, &#8221; Roberta and Vince Roper put crime victims&#8217; rights and services on the Maryland and national map in memory of their daughter, Stephanie who was murdered in 1982.</p>
<p>Vince was a gentle giant who supported the MCVRC with his leadership, kindness, total commitment behind the scene.  Vince sense of humor, jokes, friendliness, handy man skills at MCVRC, and so much more will sorely be missed.  The funeral arrangements are as follows:  Friday, April 12th, 2013 at Saint Joseph&#8217;s Center, 11704 Duley Station Road, Upper Marlboro, MD  20772.  The visitation is from 9:30-11:00; mass at 11:00, burial and repast to follow.  In lieu of flowers, Roberta has requested donations to the MCVRC or to the Stephanie Roper Scholarship at Frostburg in memory of Vince.  Donations for either can be sent to MCVRC, 1001 Prince George&#8217;s Blvd, Suite 750, Upper Marlboro, MD  20774.</p>
<p>We ask that you keep Roberta, the Ropers, the MCVRC family and all who knew and loved Vince in your thoughts and prayers.</p>
<p>If you are planning to attend the repast, please contact MCVRC at 301-952-0063 to RSVP so we will have a count for Roberta.</p>

				<content:encoded><![CDATA[<p>First Annual Crime Victims &#038; Advocates Commemorative Day April 3, 2013 </p>
<p>The Maryland Crime Victims’ Resource Center, Inc. (MCVRC) invites its members, supporters and especially the crime victims &#038; families we serve and have served, to join us in celebrating this first inaugural event created to remember all crime victims and to recognize and honor the advocates who serve them,  2012 was the 30th anniversary of our founding, originally as the Stephanie Roper Committee &#038; Foundation, Inc., and today continuing as the MCVRC.  In 2012, the Maryland General Assembly passed House Bill 766 (Chapter 678 of the Laws of Maryland 2012) which requires the Governor annually to proclaim April 3rd as Crime Victims and Advocates Commemorative Day.  In addition to issuing the proclamation, the Governor is also required to take appropriate steps to publicize this day.  April 3 was chosen for the commemorative day in memory of Stephanie Roper, who was murdered on that day in 1982 and whose parents founded what today is the Maryland Crime Victims’ Resource Center, Inc.</p>

<p>This year, the State Board of Victim Services is merging the Commemorative Day with the annual Governor’s Victim Assistance Awards and Luncheon.  We invite you to celebrate with us by remembering crime victims and honoring all those who have contributed to the crime victims’ movement in our state over the past 30 years. </p>

<p>We are offering the opportunity to donate a memorial brick*for $100 in the name of your loved one.  The bricks will form a path that represents not only those taken from us, but also our personal journeys of healing and remembrance.  Place your brick order by March 1, 2013 for $100.  After that date, the cost will be $125. </p>
